What determines if I have to participate in the Professional Orientation Program?
Teachers employed prior to July 1, 1997 had a Statement of Eligibility that specified the successful completion of a Professional Orientation Program (POP) as one of the requirements needed for a Florida Educator's Certificate. Any teacher who has a Statement of Eligibility that specifies POP must complete POP.

If I was employed as a teacher after July 1, 1997, will I have to participate in a program in order to obtain a Florida Educator's Certificate.?
As stipulated by Florida Statutes, Section 231.17(7)(b)(c)(d), new teachers hired on or after July 1, 1997, who have not

  • completed an approved teacher education preparation program at a post secondary institution with this state; OR
  • completed a teacher education program in another state and have at least two years of successful full-time teaching experience in that state (and a teaching certificate from that state)

MUST demonstrate professional education competence within the first year of employment in order to obtain a professional educator's certificate.

How will I know if I have to demonstrate professional education competence in order to satisfy one of the requirements needed for a professional educator's certificate?
Your Statement of Eligibility will list "Demonstrate professional education competence" as a requirement for obtaining a Florida Educator's Certificate. To help clarify this requirement, all new teachers will receive a Professional Training Information form from M-DCPS Professional Development & Career Advancement. This form, along with official transcripts from the institution awarding your degree, the Verification of Satisfactory Teaching Experience form, and a copy of any valid teaching certificate(s) you hold from other state(s) must be returned within thirty days to M-DCPS Professional Development and Career Advancement. The information on this form will be used to identify and help those teachers with special circumstances.

What is the program/process used in M-DCPS to document professional education competence?
At the completion of 180 student contact days, all new teachers are to submit copies of the four Teacher Assessment and Development System (TADS) observations and the annual TADS evaluation to Professional Development, mail code 9019. To help throughout the 180 day period, all new teachers will be assigned a support team which should consist of the principal, assistant principal, department head/grade level chairperson and a volunteer mentor teacher. Inservice training specifically designed for new teachers, will be available through the Teacher Education Center (TEC) and the Title II Eisenhower Professional Development Program. Additionally, on-site assistance and support are available for new teachers from the staff of Professional Development.

I f I am hired as a permanent substitute teacher (3100), will I be able to participate in the program/process for demonstrating professional education competence?
Yes, you may participate. Upon completion of 180 student contact days which do not have to be accumulated at one work location, submit copies of your four TADS observations and an annual evaluation to Professional Development, mail code 9019.

As a new teacher, what materials will I receive from Professional Development for New Teachers?
At the New Teacher Orientation all new teachers receive a handbook entitled Steps To Success which has information about working for Miami-Dade County Public Schools. All new teachers also receive a monthly newsletter, The New Educator, which focuses on instructional strategies and tips. Both the handbook and the monthly newsletter are also available on Internet.
